1. Introduction

DEBATI EURO MED CONSULT PVT LTD (“DEBATI”, “we”, “us” or “our”) is committed to transparency in all financial dealings with students and parents. This Refund & Cancellation Policy clearly explains our fee payment structure, the conditions under which refunds may be granted and the process for raising a cancellation or refund request.

This Policy must be read together with our Terms & Conditions and Privacy Policy, which form part of the overall agreement between you and DEBATI.

By paying any service fee to DEBATI, you acknowledge that you have read, understood, and accepted this Refund & Cancellation Policy in full.

2. Understanding DEBATI’s Fee Structure

DEBATI charges a stage-wise service fee for its end-to-end MBBS admission consultancy services. Fees are charged only after each stage is successfully completed — not as a single upfront lump sum.

Important Clarifications:

  • University tuition fees are paid directly to the university — never to DEBATI

  • Hostel fees are paid directly to the hostel or accommodation provider

  • Visa embassy fees are paid directly to the relevant authority

  • The above fees are for DEBATI’s consultancy services only

  • Fees are in USD; INR equivalent is calculated at the prevailing exchange rate on date of payment

3. General Refund Principles

DEBATI’s refund policy is based on the following core principles:

  • Services already delivered are non-refundable — Once a stage is completed and the corresponding service has been delivered, the fee for that stage cannot be refunded

  • Stage-wise protection — Since fees are charged stage by stage, students are never at risk of losing a large lump sum payment

  • Transparency first — All refund conditions are clearly communicated before any fee is collected

  • Fair assessment — Each refund or cancellation request is reviewed individually on its merits

4. Stage-Wise Refund Policy

Stage 1 — Documentation & Registration Fee (USD 400)

Refundable if:

  • Student cancels before DEBATI begins document verification and application preparation

  • University fails to issue any response within 60 days of application submission despite DEBATI’s follow-up

Non-refundable if:

  • Documents have been verified, and the application has been prepared or submitted

  • Student changes their preferred university after the application is submitted

  • Student provides incorrect or fraudulent documents, resulting in application rejection

  • The student fails to provide the required documents within 30 days of payment

Stage 2 — Offer Letter & Acceptance Stage Fee (USD 600)

Refundable if:

  • University refuses to issue an Offer Letter despite a valid, complete application submitted by DEBATI

Non-refundable if:

  • Offer Letter has been successfully received from the university

  • Student declines or does not respond to the Offer Letter within 15 days

  • Student changes university preference after Offer Letter is issued

  • Student fails university interview due to personal reasons

  • Ministry of Education order has been initiated

Stage 3 — Visa File Preparation Fee (USD 600)

Refundable if:

  • DEBATI is unable to prepare or submit the visa file due to an error entirely on DEBATI’s part

Non-refundable if:

  • Visa file has been prepared and submitted to the student or embassy

  • Visa is rejected due to:

    • Incomplete or incorrect documents provided by the student

    • Student’s prior immigration history or travel record

    • Student’s financial proof not meeting Georgian embassy requirements

    • Any reason outside DEBATI’s control

  • Student withdraws visa application after file preparation is complete

  • Student provides false information that leads to visa rejection

Stage 4 — Full Consultation Fee (USD 1,600)

This fee is payable only after visa approval and is non-refundable under all circumstances once visa has been stamped and the student is cleared to travel to Georgia.

Rationale: By the time Stage 4 fee is payable, DEBATI has successfully delivered:

  • Complete counselling and university shortlisting

  • Application preparation and submission

  • Offer Letter and Acceptance Letter coordination

  • Ministry of Education order

  • Complete visa file preparation

  • Visa approval

Stage 5 — Post-Landing Services Fee (USD 500)

Refundable (partial) if:

  • The student is unable to travel to Georgia due to a medical emergency with documented proof

  • The student’s visa is cancelled before travel due to reasons entirely outside the student’s control

Non-refundable if:

  • Airport pickup has been arranged and confirmed

  • The hostel has been booked and confirmed

  • The student arrives in Georgia, and post-landing services have commenced

  • Student cancels travel plans without a medical or valid documented reason

  • The student chooses an alternate accommodation against DEBATI’s arrangement after confirmation

5. University Tuition Fee Refund

Important: University tuition fees are paid directly by the student to the university and are governed entirely by the individual university’s refund policy.

DEBATI has no control over or responsibility for university tuition fee refunds. Students must contact the respective university directly for any refund of tuition fees.

General university refund guidelines (for reference only — confirm directly with university):

6. Cancellation by Student

6.1 How to Cancel

To cancel DEBATI’s services, you must submit a written cancellation request via:

The cancellation request must include:

  • Student’s full name

  • Mobile number and email ID registered with DEBATI

  • Stage at which cancellation is being requested

  • Reason for cancellation

  • Any supporting documents (if applicable)

6.2 Cancellation Timeline & Refund Eligibility

6.3 Change of Mind

If a student decides not to pursue MBBS in Georgia after engaging DEBATI’s services:

  • Fees paid for stages already completed are non-refundable

  • Fees paid for stages not yet commenced may be considered for partial refund on a case-by-case basis

  • DEBATI will always assess such requests fairly and with empathy

7. Cancellation by DEBATI

DEBATI reserves the right to cancel its services to a student in the following circumstances:

7.1 Grounds for DEBATI-Initiated Cancellation

  • Student provides false, forged or misleading documents or information at any stage

  • Student’s NEET score is found to be invalid or misrepresented

  • Student engages in abusive, threatening or fraudulent behavior toward DEBATI staff

  • Student violates the Terms & Conditions or Code of Conduct

  • Student fails to make agreed fee payments within 15 days of the due stage

  • Student fails to provide required documents within 30 days of request despite multiple reminders

  • Legal, regulatory or compliance reasons require DEBATI to cease services

7.2 Refund in Case of DEBATI-Initiated Cancellation

8. Visa Rejection — Special Policy

Given that visa rejection is one of the most common concerns for students and parents, DEBATI has a specific policy for this scenario:

8.1 DEBATI’s Visa Success Rate

DEBATI maintains a 99.5% visa success rate through meticulous documentation and process management.

8.2 In the Event of Visa Rejection

If a student’s visa application is rejected:

Step 1: Rejection Analysis DEBATI will immediately analyze the reason for rejection communicated by Georgian authorities.

Step 2: Reapplication Assessment If the rejection is due to a rectifiable reason (e.g., missing document, incorrect form), DEBATI will guide the student through the reapplication process at no additional visa file preparation charge.

Step 4: University Fee Refund

DEBATI will assist the student in applying to the university for a tuition fee refund per the university’s own policy.

9. Force Majeure & Exceptional Circumstances

In the event of force majeure situations including pandemics, natural disasters, war, border closures, airline disruptions or government policy changes that prevent DEBATI from delivering its services or prevent the student from traveling to Georgia:

  • DEBATI will pause services and communicate updates to the student promptly

  • Fees paid for stages already completed will not be refunded

  • Fees paid for stages not yet commenced will be held in credit for up to 12 months

  • If services cannot be resumed within 12 months, a pro-rata refund for undelivered stages will be processed

  • Any situation not covered above will be assessed on a case-by-case basis with fairness and empathy

10. Refund Process

10.1 How to Request a Refund

Your refund request must include:

  • Full name of student

  • Mobile number and email ID registered with DEBATI

  • Date(s) of fee payment

  • Amount paid and payment method

  • Stage for which refund is being requested

  • Clear reason for refund request

  • Supporting documents (e.g., visa rejection letter, medical certificate, bank statement)

10.2 Refund Review Timeline

10.3 Refund Method

Approved refunds will be processed via:

  • Bank Transfer (NEFT/RTGS) — To the same bank account from which payment was made

  • USD Wire Transfer — For payments made in USD from outside India

  • UPI Transfer — For UPI payments made from India

Refunds will be made in the same currency in which payment was received. DEBATI is not responsible for exchange rate differences between the date of payment and the date of refund.

10.4 Refund Deductions

The following deductions may apply to approved refunds:

  • Bank transaction charges (SWIFT / NEFT / wire fees)

  • Currency conversion charges (if applicable)

  • Any third-party service costs already incurred by DEBATI on the student’s behalf

11. Non-Refundable Items — Summary

For complete clarity, the following are always non-refundable under any circumstances:

  • University registration fees paid directly to the university

  • University tuition fees paid directly to the university

  • Hostel booking fees paid to accommodation providers

  • Georgian visa embassy fees

  • DEBATI Stage 4 consultation fee once visa is approved

  • DEBATI Stage 5 post-landing fee once airport pickup or hostel services commence

  • Any third-party service fees incurred by DEBATI on the student’s behalf with prior knowledge

  • Fees forfeited due to student fraud, misrepresentation or misconduct

If a student disagrees with DEBATI’s refund decision:

Step 1:
Contact DEBATI’s Grievance Officer in writing within 15 days of receiving the refund decision.

Step 2:
DEBATI’s senior management will review the case within 15 working days and provide a final written response.

Step 3:
If unresolved, the matter may be referred to formal mediation or legal proceedings as per the governing law clause in our Terms & Conditions (jurisdiction: Kolkata, West Bengal, India).

14. Amendments to This Policy

DEBATI reserves the right to update this Refund & Cancellation Policy at any time. Changes will be:

  • Posted on this page with an updated “Last Updated” date

  • Communicated via WhatsApp or email for significant changes

  • Effective from the date of posting

For students already engaged with DEBATI’s services at the time of a policy update, the policy in effect at the time of their fee payment will apply for completed stages.
